Departments
Together, the five departments within the California Housing and Homelessness are aligning housing policy, funding, and civil rights enforcement to deliver clearer, more coordinated services statewide.
By streamlining applications, simplifying timelines, improving local housing planning support, and protecting Californians from discrimination, these departments are working in concert to move more affordable homes forward and ensure rights are protected for all Californians.

Civil Rights Department (CRD)
Enforces civil rights laws, combats housing discrimination, takes action to proactively defend the rights of all Californians.

Department of Housing & Community Development (HCD)
Leads housing policy, funding, and local government support to increase the supply of affordable homes.
NEW: Housing Development & Finance Committee (HDFC)
A new committee to align state housing production programs with financing — launched July 1, 2026.

California Housing Finance Agency (CalHFA)
Provides tax credit, bond financing to develop and preserve affordable rental housing, and down payment assistance for first-time homebuyers.

California Interagency Council on Homelessness (Cal ICH)
Drives California’s statewide strategy and accountability framework for reducing and ending homelessness.
